D\u00f4raz na transparentnos\u0165 sme uk\u00e1zali v minulosti pri zverejnen\u00ed projektovej dokument\u00e1cie k Triblavine, nesk\u00f4r sme na otvorenie cenov\u00fdch pon\u00fak po prv\u00fdkr\u00e1t v hist\u00f3rii pozvali m\u00e9di\u00e1. Teraz op\u00e4tovne potvrdzujeme, \u017ee transparentnos\u0165 pre n\u00e1s nie s\u00fa len slov\u00e1. P\u00f4jdeme nad r\u00e1mec z\u00e1kona a hoci tieto zmluvy zverej\u0148ova\u0165 nemus\u00edme, urob\u00edme to,\u201c povedal gener\u00e1lny riadite\u013e N\u00e1rodnej dia\u013eni\u010dnej spolo\u010dnosti R\u00f3bert Auxt.<\/p>\n<\/blockquote>\n<p align=\"justify\">NDS m\u00e1 zo z\u00e1kona\u00a0v\u00fdnimku na zverej\u0148ovanie dokumentov o v\u00fdkupe pozemkov, v Centr\u00e1lnom registri zml\u00fav ich zverej\u0148ova\u0165 nemus\u00ed.\u00a0\u00a0\u201eNerozumiem hyst\u00e9rii, ktor\u00fa rozp\u00fatali Denn\u00edk N a Transparency International Slovensko. Ich \u017eiados\u0165 zamietlo ministerstvo dopravy pre sp\u00f4sob, ak\u00fdm ju formulovali. Ja s\u00e1m som v rozhovore pre Denn\u00edk N k zmluv\u00e1m o v\u00fdkupe pozemkov pod bratislavsk\u00fdm obchvatom povedal, \u017ee \u00b4zatia\u013e zverej\u0148ovan\u00e9 nie s\u00fa. M\u00f4j osobn\u00fd poh\u013ead je trochu in\u00fd, tak\u017ee sk\u00fasim presk\u00fama\u0165 v\u0161etky pr\u00e1vne mo\u017enosti.\u00b4 Znamen\u00e1 to, \u017ee som sa probl\u00e9mom zaoberal dlhodobo a h\u013eadal rie\u0161enie,\u201c vysvetlil R\u00f3bert Auxt.<\/p>\n<h3 align=\"justify\">V s\u00falade so z\u00e1konom<\/h3>\n<p align=\"justify\">K\u00f3pie v\u0161etk\u00fdch zml\u00fav o k\u00fape na pozemky pod dia\u013enicou D4 a r\u00fdchlostnou cestou R7 zverejn\u00ed NDS na webe, pr\u00edstupn\u00e9 teda bud\u00fa v\u0161etk\u00fdm ob\u010danom. \u201eKe\u010f\u017ee mus\u00edme dodr\u017eiava\u0165 z\u00e1kon o ochrane osobn\u00fdch \u00fadajov, oslovil som dnes \u00darad na ochranu osobn\u00fdch \u00fadajov, aby sme si boli ist\u00ed, v akom rozsahu m\u00f4\u017eeme zmluvy spr\u00edstupni\u0165,\u201c kon\u0161tatoval gener\u00e1lny riadite\u013e NDS. R\u00f3bert Auxt zd\u00f4raznil, \u017ee v tejto veci mus\u00ed postupova\u0165 ako zodpovedn\u00fd mana\u017e\u00e9r, predov\u0161etk\u00fdm v s\u00falade so z\u00e1konom a nepodlieha\u0165 politick\u00fdm a medi\u00e1lnym tlakom.<\/p>\n<h3 align=\"justify\">5400 k\u00fapnych zml\u00fav<\/h3>\n<p align=\"justify\">Zverej\u0148ovanie zml\u00fav potrv\u00e1 dlh\u0161\u00ed \u010das, ke\u010f\u017ee N\u00e1rodn\u00e1 dia\u013eni\u010dn\u00e1 spolo\u010dnos\u0165 doteraz eviduje okolo 5400 k\u00fapnych zml\u00fav. Suma za v\u00fdkupy v zmysle znaleck\u00fdch posudkov sa pohybovala zhruba od 27 eur\/m2 \u2013 111 eur\/m2.\u00a0 Ceny s\u00fa ur\u010den\u00e9 v z\u00e1vislosti od polohy pozemku, ale aj in\u00fdch krit\u00e9ri\u00ed v zmysle Vyhl\u00e1\u0161ky\u00a0 MS SR \u010d. 492\/2004 Z.z. o stanoven\u00ed v\u0161eobecnej hodnoty majetku. K\u00fapna cena za prevod nehnute\u013enost\u00ed bola stanoven\u00e1 na z\u00e1klade znaleck\u00e9ho posudku, ktor\u00fd vypracoval\u00a0 znalec z odboru stavebn\u00edctva v s\u00falade so spom\u00ednanou vyhl\u00e1\u0161kou.\u00a0Vyk\u00fapen\u00fdch je v s\u00fa\u010dasnosti cca 90 % pozemkov. V zmysle z\u00e1kona \u010d. 211\/2000 Z. z. o slobodnom pr\u00edstupe k inform\u00e1ci\u00e1m a o zmene a doplnen\u00ed niektor\u00fdch z\u00e1konov, NDS nie je povinn\u00e1 zverej\u0148ova\u0165 zmluvy o v\u00fdkupe pozemkov. Z\u00e1kon z\u00e1rove\u0148 uv\u00e1dza aj v\u00fdpo\u010det mo\u017enost\u00ed, kedy je mo\u017en\u00e9 obmedzi\u0165 pr\u00edstup k inform\u00e1ci\u00e1m, jedn\u00fdm z nich je aj ochrana osobnosti a osobn\u00fdch \u00fadajov, ke\u010f\u017ee NDS nedisponuje v\u00fdslovn\u00fdm s\u00fahlasom zo strany dotknut\u00fdch os\u00f4b s ich poskytnut\u00edm.<\/p>\n<h3 align=\"justify\">N\u00e1klady na v\u00fdkup<\/h3>\n<p align=\"justify\">N\u00e1klady na v\u00fdkupy D4, r\u00fdchlostnej cesty R7 a mimo\u00farov\u0148ovej kri\u017eovatky Prievoz, ktor\u00e1 je s\u00fa\u010das\u0165ou obchvatu Bratislavy a R7, s\u00fa v s\u00fa\u010dasnosti vypo\u010d\u00edtan\u00e9 na pribli\u017ene 327 253 700 eur.
